If you are thinking to learn German in Singapore, you are up for a tough job. Not only is German very different as a language than Chinese or even English, not being in a German-speaking environment makes it hard to get the necessary exercise and day-to-day usage.
How to learn German
My native language is Dutch, the closest relative to the german language, but even for me German grammar is a challenge. Whereas English/Dutch and most other European languages inflect their verbs, German has a similar process for nouns. So the articles and adjectives you need to use in front of a noun depend on the function of the noun in the sentence.
How to deal with this is really beyond the scope of this text; in fact I haven't figured it out myself for 100%. But what I want to recommend you is not to focus too much on the grammar. People who are 100% correct in their grammatical application of German language are either natives or have had a lot of practice. You simply don't cut it by learning the official rules - it's impossible to speak at a normal pace while constantly applying the rules.
So the key is to get exercise. Speak more. Keep the rules in the back of your head but don't resist trying to do things by feeling and ask people around you to correct you. You will fid that in spoken German, even the Germans themselves often swallow the noun inflections so that they become inaudible. So the key to learning German is to get moving, and use the grammar rules as a help in the background, not as reason not to open your mouth!
